League of Legends Patch 9.13 tier list – AD Carry edition

Rising Champions
Tristana (B to B+ tier)
Tristana rose up from C to B tier in the last patch, only to get a round of buffs in Patch 9.13 that helped her even more. That said, however, her win rate has remained static over the last few patches, just above 49%. I fear she might be a bit over-estimated, but time will tell if her win rate catches up to her rising ranking in the tier lists.
Falling Champions
Jinx (S to A+ tier)
With the second-best win rate among all ADCs and her toughest competition in the tier list, Sivir, getting a direct nerf, it was honestly quite surprising that Jinx didn’t improve in Patch 9.13. Instead, she dropped a fair bit, perhaps due to the Randuin’s Omen buffs.
Draven (A+ to A tier)
Like Jinx, Draven didn’t see his win rate move in a significant way, but he still dropped down our tier list. The Glorious Executioner is looking more like the one with his head on the block than the executioner.
Vayne (A+ to A tier)
Once again, no win rate change or direct change that would be indicative of Vayne dropping in our tier list. However, I will note that she had been A tier back in Patch 9.11 before bouncing up last patch, so this may have just been a move of her ranking getting stabilized.
Twitch (A to B+ tier)
In the same vein, Twitch fell back to the B+ tier in 9.13 after rising out of it in 9.11. However, given that Twitch currently has the best win rate among all AD Carries, I think he’s being a bit undervalued by the tier lists we looked at (particularly OP.GG who rated him in their D tier)
Jhin (B+ to B tier)
Jhin is the first ADC who fell in our tier list that also saw a significant drop in his win rate from last patch to this one. He went from a respectable 49.5% win rate all the way to 48.7%, despite not receiving any direct nerfs.
Buffed champions
Tristana
After some small buffs to her base stats along with the magic damage to her W – Rocket Jump, Trist boosted her way up into the B+ tier. I would venture to say that the base stat bump would be more meaningful than the buffs to her Rocket Jump, which is used more to escape than do damage.
Nerfed champions
Sivir
She got nerfs to her base stats as well, along with the mana cost of her W – Ricochet being increased. Still, that didn’t seem to knock her out of the top spot for ADCs in Patch 9.13.
Essence Reaver users
Riot may have gone light on nerfing champions like Sivir because they knew that she would get hit by the nerf to Essence Reaver. With its combine cost going up by 100 gold, and its build path changing – swapping out a Pickaxe for a B.F. Sword – how did the champions that have it in their primary build fare?
