S tier: Morgana
A tier: Nami, Sona, Lux, Blitzcrank, Pyke, Brand, Thresh, Soraka, Zyra, Taric, Leona, Janna, Zilean, Vel’Koz, Nautilus, Xerath
B tier: Lulu, Fiddlesticks, Bard, Alistar, Braum
C tier: Rakan, Veigar, Galio, Karma, Neeko
D tier: Tahm Kench, Maokai, Shen, Annie

On the other hand, we do tend to see the same collection of champions (Brand, Morgana, Thresh, Nami, Zyra) remain high-priority picks in low elo despite how they’re doing in high elo. Of note, most of the more supportive-type champions (Soraka, Sona, Nami) don’t seem to be quite as good in low elo as in high elo. On the other hand, more aggressive supports (Blitzcrank, Pyke, Brand, Leona) all do much better in low elo.

It makes sense that playing these more “carry” oriented support would be more effective in lower tiers. Playing someone who has great hard engage or high damage (for a support) certainly seems to be the way to carry from the support role.

More effective in low elo:
Brand (A vs. B tier)

Leona (A vs. B tier)
Xerath (A vs. B tier)
Braum (B vs. C tier)
Veigar (C vs. D tier)
Neeko (C vs. D tier

Less effective in low elo:
Thresh (A vs. S tier)
Soraka (A vs. S tier)
Bard (B vs. A tier)
Rakan (C vs. B tier)
Tahm Kench (D vs. C tier)

Unviable picks that work in low elo:
Maokai (D tier)
Annie (D tier)

Champion low elo players need to stop playing:
Lulu (B tier, 6.9% pick rate)
Braum (B tier, 5.9% pick rate)
Alistar (B tier, 5.7% pick rate)
Karma (C tier, 4.2% pick rate)

Champions low elo players need to play more:
Xerath (A tier, 2.1% pick rate)
Taric (A tier, 2.7% pick rate)
Zilean (A tier, 2.9% pick rate)
