Karma

"E – Inspire MOVEMENT SPEED DURATION :: 2.5 seconds >>> 1.5 seconds (empowered E duration still 2.5 seconds)"

Karma’s 9.12 buff was a huge change, and basically ensured that both support and top Karma players had a permanent movement speed buff when using her E – Inspire. As a result, her win rate spiked to 52.94% in support and a massive 53.57% in top lane, the highest of any champion in both roles.

Pulling back on these changes for Patch 9.13 is the right thing to do and it makes you question how the original change was allowed through in the first place.

Ornn

"Q – Volcanic Rupture RATIO :: 1.0 attack damage >>> 1.1 attack damage"

Ornn currently sits amongst the lowest win rate top laners in the game at 48.79%, but this buff will do very little to change that. Not only does Ornn not build AD at all, but his Q – Volcanic Rupture, is only his second most used trading ability. All in all, this seems like a placebo buff that could see his play rate rise on this patch in order to gauge his power level for future changes.

Pyke

"Q – Bone Skewer [REM] BONUS STAB DAMAGE :: Bone Skewer’s stab cast no longer deals 15% bonus damage COOLDOWN :: 14/12.5/11/9.5/8 seconds >>> 12/11/10/9/8 seconds W – Ghostwater Dive MOVEMENT SPEED :: 40% >>> 40/45/50/55/60% E – Phantom Undertow [REM] MINION & MONSTER DAMAGE :: Phantom Undertow no longer damages non-champions (decaying over 5 seconds) (decaying over 5 seconds)"

Solo lane Pyke has become a menace in pro play and solo queue lately, so Riot have immediately shut that down with a nerf to his Q stab damage and removing damage to minions on his E – Phantom Undertow. However, buffs to his Q cooldown and movement speed on Ghostwater Dive are very nice for support Pyke and its likely he’ll see a bump in his win rate following Patch 9.13.

Sejuani

"Base Stats HEALTH GROWTH :: 105 >>> 95 W – Winter’s Wrath SECOND CAST DAMAGE RATIO :: 6% Sejuani’s maximum health >>> 5.25% Sejuani’s maximum health"

Sejuani has been the Queen of the jungle for what seems like forever now and its about time she’s pegged down a notch. These small buffs will lower her power level slightly, but don’t really impact the huge amount of gank pressure and teamfight utility she offers. Instead we should expect her to drop down a tier due to her reduced trading ability and health in the later stages of the game.

Sivir

"Base Stats ATTACK DAMAGE GROWTH :: 3.11 >>> 3 MANA REGEN :: 8.012 >>> 8 W – Ricochet COST :: 60 mana >>> 75 mana"

In pro play, Sivir is a highly contested pick in the bottom lane. In solo queue, she boasts a massive 53.95% win rate. Increasing the mana cost of her W – Ricochet will reduce her ability to shove out wave after wave in the early game. Combine this with the AD growth, mana regen, and Essence Reaver nerfs, and Sivir should have much less power over her marksman adversaries in the coming weeks.
