New subtractions

Maokai

Picked so little his win rate doesn’t even register on OP.GG, Maokai has fallen off our tier list completely. Back to sleep then.

Cassiopeia

Cassio was never really a top laner (unless your name is Huni) so her brief re-appearance in the tier list last patch seemed to be (and is now confirmed to be) a fluke.

Wukong

There may be no champ in more desperate need of a rework than Wukong. After three straight patches as an F tier pick (and six as an F or borderline F top laner), he has fallen out of our rankings for top laners for the first time ever.

Rising Champions

Fiora (B to A tier)
Renekton (B+ to A tier)

The gator fell off after those buffs back in 9.14, but he has since rebounded slightly. He’s not yet back to his OP status when he was A+/S tier consistently, but he’s now solidly in the A tier with his highest win rate in five patches.

Shen (C to A tier)
Kayle (B to B+ tier)

With the fifth-best win rate among all top laners, Kayle saw a 1% spike despite not getting any buffs in 9.16. It’s unclear why she’s in such a good spot right now, but certainly, she’s one to keep an eye on.

Yorick (B to B+ tier)

Tanks are on the rise in Patch 9.16 and Yorick does super well into the anti-tanks like Gnar, Singed, Riven, Vlad, and Kennen. He struggles into the melees and lane bullies like Aatrox, Kled, and Renekton, but right now he has the third-best win rate.

Malphite (C to B tier)

After two straight patches of receiving buffs, Malphite has finally emerged as a strong tank pick among the top laners.  His win rate spiked hard in Patch 9.15 (46.6% to 49.3%) but it seems now sites are taking note of the Shard of the Monolith’s power. The fact that his win rate continued to climb in 9.16 to 50.7% doesn’t hurt either.

Singed (D to C tier)
Jayce (D to C tier)

It’s quite odd that Jayce would climb in our tier rankings given 1) his win rate hasn’t increased significantly 2) he received nerfs recently (in 9.14) and 3) he struggles into the tanks that are starting to rise in prominence. He also got hit indirectly in this patch because of the nerfs to Biscuit Delivery. I predict he’ll be back into D or maybe even F tier next patch.

Olaf (D to C tier)

Olaf, on the other hand, makes sense given how well he does into tanks. However, his win rate actually fell significantly from 51.3% to 49.7% this patch, so I’m not sure if this rating will remain stable.

Cho’Gath (D to C tier)

Another anti-tank in the top lane, Cho’Gath didn’t see a significant improvement to his win rate. We’ll have to see if he gets utilized more to counter those tanks.

Dr. Mundo (D to C tier)
Sion (F to D tier)
Gnar (F to D tier)

And finally, the king of anti-tanks, Gnar. After getting multiple buffs in Season 9, Gnar proves that LS’s theory was right. By buffing the champions he counters, Gnar has become a more powerful pick to counter those tanks.
