League of Legends Patch 9.17 support tier list – did the Zyra buffs matter?

Blitzcrank (A to B+ tier)

Observations
It’s curious that while hook supports like Thresh and Nautilus are thriving right now, Blitzcrank is flailing. He’s been alternating between A and B+ tier for several patches now, but with this recent drop in his win rate (0.7% since last patch) he might be settling in here for a while.
Sona‘s win rate also dropped by 1.5% in this last patch, indicating that her power has fallen from last patch despite not receiving any direct nerfs. However, Karma and Lux both dropped despite their win rates remaining largely stable.
Karma’s drop is likely a stabilization, given that she had been in the C tier before rising to B tier temporarily. She also received nerfs before that inexplicable rise which indicates that rise last patch was an aberration.
However, Lux has been trending downward for a couple of patches. Her drop makes sense even despite no win rate drop because it seems sites are falling out of love with her as a support pick.
Buffed champions
Leona
She got a pretty nice buff to her Q – Shield of Daybreak that allowed her to get off early engages more often. It’s helped her, for sure, as she’s risen from B+ to A tier and boosted her win rate up 1.2% in this patch. As a result, Leona now has the second-best win rate among supports in 9.17, with a 53.2% winning percentage.
Zyra
Zyra got a bunch of power added to her R – Stranglethorns in the form of reduced mana cost and cooldowns, but unfortunately the buffs weren’t incredibly effective. She remains in the B+ tier, where she had been for the seven patches prior, and her win rate only improved by about 0.3% from the last patch.
