Observations

Lee Sin, Ekko, and Warwick all got buffs of their own in Patch 9.18 so the reason for their rise is evident. Champions like Hecarim and the nerfed pair Nunu & Willump also rose in our tier list, but they only did so slightly, flipping over the border between two tiers they had been straddling. They might stay in their new, higher tier, or drop down next patch.

Of the rest, Rek’Sai stands out as a champion who dropped in our tier list for a couple of patches, but now seems to be rebounding back to the A tier where he had been for the previous three patches. It is possible that she will drop back to the B+ tier, since she’s been between the A and B+ tier ever since receiving nerfs in Patch 9.9, but overall her power level is probably somewhere between the two.

Shyvana also seems to be rebounding after a brief sting in the D tier, now moving back into the C tier where she has been for so often. As for Twitch and Poppy, both these champions move out of the F tier into the D tier, but they have typically been in the F tier when they are even in the meta. Don’t be surprised if they drop right back next patch.

That just leaves a few of the less obvious rising champions in Nid, Shaco, and Mundo. We’ll tackle Dr. Mundo first since he’s the easiest. Ever since those buffs came out back in Patch 9.16, Mundo has re-emerged as a solid jungle pick and continued to shoot up our tier list. With a __ win rate, Mundo pleases to go into the B+ tier and maybe even higher.
