Observations

Ignoring those champions who received direct buffs in 9.19 – ZacXin Zhao, Rek’Sai, and Graves – we have a host of divers that improved this patch including OlafNocturneEkko, and Rengar. You could even throw Dr. Mundo and Skarner in that group as well, even though they’re closer to juggernauts than divers. Looking deeper at the numbers, it’s clear those champions who can get onto the backline or just shrug off a lot of CC are performing better now than they were one patch earlier.

For instance, Rengar got a 1% win rate bump in 9.19, Nocturne’s went up by 0.5%, and Skarner’s rose by 1.1% Now, Olaf and Mundo’s win rates just remained stable in this patch and Ekko’s actually went down slightly (although that can be explained by his pick rate skyrocketing to the point that he’s one of the five most-picked junglers in League of Legends). However, the overwhelming evidence indicates that divers are doing better in the current meta, even if they didn’t receive direct buffs.

Finally, Pantheon actually got nerfed in this patch, so the fact that he moved up a tier seems confusing. However, his rise was extremely small and he was on the border of being a C tier pick last patch, so his power in the jungle hasn’t actually improved.
