Tier 4 champions

Ashe

"Attack Speed: 0.7 ⇒ 0.8"

Ashe is fairly underwhelming in Set 2 after dominating the end of TFT’s Set 1. A bit of extra attack speed will probably help her out.

Brand

"Ability Damage: 250/450/650 ⇒ 300/450/600 Bounces: 4/6/20 ⇒ 5/6/20"

Completely justified to buff 1-star Brand considering how bad he is compared to other 1-star Mages. With his synergies, Brand should be a much better unit than he currently is.

Malphite

"HP: 800 ⇒ 850"

Malphite is basically only good in Mountain comps, which only really exist on Mountain boards. Giving him some power to play with in more comps (like Warden comps) is definitely needed.

Olaf

"Mana: 0/75 ⇒ 0/90"

Olaf can take over late games so I’m totally fine with making it a bit harder for him to get to that ability proc. He’s still pretty strong with a mana cost under 100.

Yorick

"Ghoul Health: 750/1250/1750 ⇒ 600/1000/1400 Ghoul Attack Speed: 0.8⇒ 0.7"

Like Malzahar, Yorick’s ghouls are too strong for how long they last and how much damage they do. Both nerfs address this so I’m fine with it.

Tier 5 Champions

Singed

"Health: 1050 ⇒ 950 Ability Damage: 250/500/2000 ⇒ 200/400/2000"

Yeah something needed to be done about Singed, as he was basically taking over games by himself. Losing some base health and damage (only at 2-stars) seems extremely reasonable to me.

Taric

"Health: 850 ⇒ 900"

For how impactful Taric’s ult can be, something needed to be done so that he could actually get it off at least once in a round. 50 health is a bit conservative to start, but I’ll take it.

Items

Frozen Heart

"Attack Speed Slow: 35% ⇒ 25%"

Eh, I didn’t think Frozen Heart was that strong of a defensive item (see Guardian Angel) but this will definitely make life better for Rangers.

Guardian Angel

"Can no longer be healed during the resurrecting state."

This is actually pretty significant for a few niche scenarios (like having a Redemption) but I still think GA is an S tier item.

Ionic Spark

"Damage: 100 ⇒ 90"

Again, was anyone complaining about this item? Not sure why it needed a nerf but 10 damage removed is basically making this more useless.

Ranked

"It’s on! Time to prove how well you can adapt to the Rise of the Elements. – Everyone will be reset back to Iron. – No losing LP for the first 5 games. – No losing LP for placing 4th or better."

Two big takeaways here. First, you’re going to have a similar placement system to what you have on Summoner’s Rift, with each game only adding to you placement LP. Second, everyone gets hard-reset to Iron. For some reason, Riot doesn’t seem fit to do this with the regular game though…
