League of Legends Patch 9.23 breakdown: Items and Runes
Energized & Crit Items
Stormrazor
"Total Cost: 3100 gold -> 3200 gold Build Path: BF Sword + Long Sword + Kircheis Shard + 850 gold -> BF Sword + Cloak of Agility + Kircheis Shard + 400 gold Attack Damage: 55 Critical Strike Chance: 25% Attack Speed: 30% -> 15% Energized Damage: 50 -> 120 Energized Slow: 40% decaying over 1.5 seconds -> 75% for 0.5 seconds, non-decaying Removed: No longer amplified other Energized effects by 35%."
Nobody bought Stormrazor because it didn’t have crit chance. Now it has crit chance, and people probably still won’t buy it. It’s a nice buff for the item, but ultimately a weaker version of other BF options, with a slow, isn’t very appealing for many champions.
Rapid Firecannon
"Energized Damage: 60-140 (lvl 1-18) -> 120 Removed: No longer increases Energized charge rates."
Rapid Firecannon is much stronger early, and slightly weaker in the late game. Not much else to it!
Statikk Shiv
"Energized Damage: 60-140 (lvl 1-18) -> 120 Shiv Lightning Bounces: 5 -> 7 Removed: Shiv Lightning can no longer critically strike."
Same treatment as Rapid Fire in terms of energized damage, but now lightning can no longer crit which reduces damage quite significantly in bunched up team fights.
Kircheis Shard
"Total Cost: 600 gold -> 700 gold Energized Damage: 50 -> 80"
More energized damage makes Kircheis a valuable item pickup on its own, rather than just being a combination item. The gold increase is just to maintain its gold efficiency.
Cloak of Agility
"Critical Strike Chance: 20% -> 25%"
Being forced to buy Cloak rather than a more useful item is no longer a FeelsBadMan and more of a FeelsOkayMan as it has the same crit chance as a completed item.
Zeal
"Total Cost: 1200 gold -> 1400 gold Build Path: Brawler’s Gloves + Dagger + 500 gold -> Cloak of Agility + Dagger + 300 gold Critical Strike Chance: 15% -> 25% Attack Speed: 15% -> 12%"
Zeal now has less attack speed, but much more crit. Building Zeal is now the same as building a completed crit item, which makes it much more powerful as long as you’ve got the attack speed to match it. Once again, the price increase is to maintain gold efficiency.
Phantom Dancer
"Build Path: Dagger + Zeal + Brawler’s Gloves + 700 gold -> Dagger + Zeal + 900 gold"
Not much to see here, just updating the build path to compensate for Zeal and Cloak changes.
