Tier 1 Champions

Caitlyn

"Spell Cast time: 1.5 seconds ⇒ 1.1 Caitlyn now resumes attacking more quickly after firing her bullet"

These were both major issues for Caitlyn and why she was barely worth considering even if you were building Chronos early. I’m not sure how much this will revive her in Patch 10.7 (1.1 seconds is still quite a long time), but it’s a start.

Xayah

"Attack Speed: 0.75 ⇒ 0.8"

I don’t think Xayah’s problem is her attack speed as much as it is her damage. Theoretically, she should be an insane hyper-carry with items like Guinsoo’s Rageblade, Statik Shiv, and something like Bloodthirster or IE. However, she’ proven to be quite weak and is one of the main reasons hyper rolling isn’t a viable option in the current meta.

Ziggs

"Total Mana: 40 ⇒ 45"

Ziggs has been one of the strongest 1-cost units in TFT Set 3 so far, so a nerf was due. However, five extra mana doesn’t really make the reason for his strength (his reliable damage and good synergies) that much worse. He’ll still be an early priority pick in Patch 10.7.

Zoe

"Total/Starting Mana: 90/120 ⇒ 70/100 Spell Damage: 150/225/300 ⇒ 150/225/400"

Honestly, neither of these help Zoe out whatsoever. Yes, she is doing more damage late game and she has more chances to cast her spells, but she still doesn’t fit into any good comps at the moment. Even with the CC on her spell, she’s so squishy she usually gets killed before she can cast her second spell.

Tier 2 Champions

Darius

"Health: 650 ⇒ 750"

Darius has been an underrated carry in the early game given how Space Pirates can help patch the gold deficit players are running into now. More health to survive to his first ult cast could make Darius the ultimate feast-or-famine champion in Patch 10.7.

Xin Zhao

"Total Mana: 50 ⇒ 60 Spell Damage: 175/250/350 ⇒ 200/275/375"

One of the only reliable low-cost carries is getting hit and basically making it so you have to hyper roll Xin to get any effectiveness out of him. We will just have to wait and see if Xin will still be a viable early game carry.
