Tier 3 Champions

Ezreal

"Total/Starting Mana: 60/120 ⇒ 50/125 Spell Damage: 250/350/700 ⇒ 200/300/600"

Wow of all the champions I thought would catch the nerf hammer, I wouldn’t have picked Ezreal. He was good last patch but in Patch 10.7 with his inability to get more of those impactful spells off he might be unplayable.

Kassadin

"Total Mana: 100 ⇒ 80"

Cool. Does anyone know what Kassadin’s spell does so I can know if this matters? Yeah, just checking. Kass is still left in the garbage pile in Patch 10.7.

Shaco

"Spell Bonus Damage: 250/325/450% ⇒ 250/325/400%"

Like I mentioned earlier, Shaco is a great secondary carry in a Dark Star comp. This nerf is severe, but not completely unreasonable since it only kicks in at 3-stars.

Tier 4 Champions

Soraka

"Total Mana: 150 ⇒ 125 Spell Healing: 300/450/2000 ⇒ 350/500/2000"

Soraka should be a much stronger unit if players want Mystics. However, Mystics just haven’t ever been that high a priority (as opposed to Vanguards, who can deal with the Jinxes and Irelias) so I fear Soraka will remain towards the bottom of our Patch 10.7 tier list.

Vel’Koz

"Total Mana: 80 ⇒ 70"

This is another champion who should be a great late game carry. Unfortunately, even with the Void trait active, I haven’t managed to find a lot of success with Vel’Koz as the primary carry. I doubt one additional spell cast per battle will be that big a difference.

Wukong

"Health: 850 ⇒ 950"

While Soraka hasn’t been highly prioritized as a Mystic, Wukong has been great as a Vanguard because he fits into most comps (his other synergy being Chrono also doesn’t hurt). 100 extra health just makes him that much higher of a priority.

Tier 5 Champions

Aurelion Sol

"Spell Damage: 120/175/750 ⇒ 100/150/750 Aurelion Sol’s target selection per fighter launched is now random (from weighted random favoring nearby)"

Sol has been a spectacular carry in Rebel comps in the late game (though he is very item-dependent) so a small damage nerf is warranted. The changing of his target selection really doesn’t matter, since you can’t really control his flight path and when he’ll fire his rockets.

Ekko

"Spell Damage: 250/450/2000 ⇒ 225/400/2000"

This is an absolutely horrific nerf. Ekko is not at all a useful champion (you only ever get him for 6 Cybernetic) and his ult already does pitiful damage. Rather than nerfing the problematic champions in the Cybernetic comp (Irelia and Lucian), they hit Ekko. Keep playing Cybernetics and keep ignoring Ekko in that comp everyone.

Lulu

"Attack Speed: 0.85 ⇒ 0.8"

Not the problem with Lulu. At all. Placebo nerf, keep putting her into just about any comp you want.

Gangplank

"Starting/Total Mana: 50/150 ⇒ 75/175 Spell Damage: 650/850/9001 ⇒ 450/600/9001"

I don’t like this change mainly because Gangplank should be a late game uber-strong unit. I like that there are units that can basically flex into any comp late game like GP, but now I fear that he will be less-effective and the meta will be a bit more rigid as players have fewer late game win conditions.

Miss Fortune

"Attack Speed: 1.1 ⇒ 1.0 Mana: 50/150 ⇒ 75/175 Spell Damage: 70/90/999% ⇒ 60/80/999%"

Similar to Gangplank, I liked that you could slot an MF into just about every comp in the late game. Now, that’s less viable.

Items

Morellonomicon & Red Buff

"Burn Damage: 30% ⇒ 27%"

Remember how I said it was a mistake to buff their burn damage at the start of Set 3? Glad to see they at least learned their lesson in Patch 10.7 and are walking that back.

Statikk Shiv

"Damage: 75 ⇒ 80"

Shiv has been an underwhelming item in Set 3 so far, so I’m excited for it to get a slight buff here. I still think it needs more help to be a strong item.

Warmogs

"Health Regen: 4% ⇒ 5%"

Another item that got some undeserved nerfs before Set 3 that are now getting undone. This will hopefully become a more viable option for those super-tanky Vanguards.

Miscellaenous Interactions

"Irelia, Lucian, Xin Zhao, and Ekko’s attacks performed as a part of their spell can now trigger the effects of Statikk Shiv, Guinsoo’s Rageblade, and Runaan’s Hurricane."

The tl;dr is that Lucian in particular got a big buff because he can make a lot more use of those items than the others. Cybernetics for the win!
