Rell Update

Of the last dozen champions to release, Rell is the least played champion. Her pick rate globally across all ranks in the last month currently sits at 0.95%, with newer releases like Viego and Zeri cementing themselves as popular picks. Even a niche pick like Nilah sits more respectfully at 2.53%.

BASE STATS
Attack Speed: 0.55 ⇒ 0.625
Attack Speed Growth: 0.02 ⇒ 0.015
Armor Growth: 4.2 ⇒ 3
Magic Resist Growth: 2.05 ⇒ 1
Movement Speed: 335 ⇒ 330

Rell can actually clear wards now!

Passive – BREAK THE MOLD
Passive Duration: 4 seconds ⇒ 5 seconds
Armor and Magic Resist Shred: 10% ⇒ 2.5%
[NEW] Stacks On Stacks: Armor and Magic Resist shred now stacks up to 5 times per target. All of Rell’s abilities will also apply a stack of her Passive
Minimum Armor and Magic Resist Steal: 5-12 (based on level) ⇒ 1.25-3 (based on level)
[NEW] Death Proof Magnets: Rell keeps resists for the full duration of the Passive buff, even if the target dies
[REMOVED] Rode Off: Passive no longer deals bonus magic damage on hit
[REMOVED] Into The: Hitting a new target no longer refreshes the Passive duration on all targets
[REMOVED] Sunset: Passive no longer applies to minions

All of Rell’s abilities will now apply her Armor and MR debuff. While weaker at base, with 5 full stacks on a target, their Armor and MR  will be reduced by a whopping 12.5%, making Rell an effective Tank Busting Tank!

Q – SHATTERING STRIKE

Stunning Strike: Q now stuns all targets hit for 0.75 seconds
[REMOVED] Who Needs Heals Anyway: Q no longer heals Rell or her allies
Range: 685 units in front of Rell, 150 behind Rell ⇒ 520 in front of Rell, 220 behind Rell
Cooldown: 9/8/7/6/5 seconds ⇒ 11/10.5/10/9.5/9 seconds
Magic Damage: 70/115/160/205/250 (+50% AP) ⇒ 60/95/130/165/200 (+50% AP)
Cast Time: 0.35 seconds ⇒ 0.5 seconds
[NEW] Jungle Rell?: Deals 250% damage to jungle camps
[NEW] A Swing and a (Hopefully) Hit: When Rell casts Q, she moves 100 units forward as she takes a step to swing
[REMOVED] All The Damages: On old Rell, Q did reduced damage to enemies after the first, and only applied passive to the first enemy hit. Now it does full damage and applies passive to all enemies hit

While the heal is removed, her Q damage was increased to make way for jungle potential (given more support it can work) and a method to slightly gap close with Q being a short dash now. The Rell update ensured another champion gets a dash!

W – Ferromancy: Crash Down
[NEW] Dismounted Bonus Attack Speed: 15/20/25/30/35%
[NEW] Dismounted Bonus Attack Range: Gain 75 Attack Range
Dismounted Bonus Armor and Magic Resist: 10% ⇒ 12%
Dismounted Movement Speed : Reduced to 280 flat ⇒ Reduced by 15% (Note: this will be a nerf early game and a buff late game.)
[REMOVED] Can’t Stop Me Now: Rell no longer has a movement speed cap while dismounted
Magic Damage: 70/105/140/175/210 (+60%AP) ⇒ 70/100/130/160/190 (+60%AP)
Shield Value: 35/60/85/110/135 (+12% maximum health) ⇒ 30/55/80/105/130 (+10% maximum health)
Maximum Slide Distance: 375 ⇒ 320
AoE Radius Form: 200 ⇒ 180
Jump Range: 500 ⇒ 400
Knock Up Duration: 1 second ⇒ 0.75 seconds
Slidespeed: 85% of jump speed ⇒ 100% of jump speed
[NEW] Actually Jungle Rell Though…: Now deals 250% damage to jungle camps

Rell now gains attack speed and attack range while dismounted, so she is hopefully more of a champion off of her steed. Unfortunately, Crash Down will not be as strong of an ability as it once was, likely to balance out the power added to other parts of her kit.

W – Ferromancy: Mount Up
[REMOVED] Mounted Bonus Movement Speed: Rell no longer gains bonus passive movement speed while mounted.
Initial Movement Speed Bonus: 25/30/45/40/45% for 3.5 seconds ⇒ 30% that rapidly decays over 1 second

Similar to the Crash Down nerfs, Mount Up is toned down a bit given the power elsewhere.

E – Attract and Repel (NOW NAMED “FULL TILT”)
[NEW] Passive – Mounted Alacrity: Rell gains 5/8/11/14/17/20/24/28/32/36/40/45/50 move speed while mounted at levels 1-13, reduced by 50% in combat.
[NEW] Active – Full Tilt: Rell and an ally charge, gaining ramping Movement Speed up to 15/17.5/20/22.5/25% over 3 seconds, this is doubled to 30/35/40/45/50% toward enemies or each other. Additionally, Rell’s next Attack or Shattering Strike explodes in an area for 25/35/45/55/65 (+30% AP) (+2/2.5/3/3.5/4% Maximum Health Damage).

Rell’s E is the ability that got the most change, completely removing the binding to ally + stun mechanic from her old E. Given her main engage tool in Crash Down is nerfed, the E buffs ideally allows Rell to look for better angles to engage. The AOE addition to Rell’s next attack makes it easier for her to get stacks of her Armor and MR shred to all enemies, allowing your damage dealers to melt enemies, especially tanks, faster.

R – MAGNET STORM

Of all changes in the Rell update, her ultimate ability remains unchanged.

Rell Update Item Changes

Mythic Items

Taking a look at Probuildstats.com, a resource to see pro-player builds in solo queue games, we see Evenshroud continues to be Rell’s most built Mythic item. Seeing as Rell is low damage by nature, the Evenshroud passive still proves to be a great boon for Rell.

Shurelya’s Blessing is also a fantastic Mythic Item for Rell, and typically one of the best Support Mythic Items generally. Rell already wants movespeed to engage and find angles, so it’s no surprise the Active from Shurelya’s would benefit Rell greatly.

Unsurprisingly, the Rell update didn’t really move which Mythic items you purchased on her.

Boots

For boots, you almost always want to get Ionian Boots of Lucidity. These allow Rell to find more flanks with Flash being on a shorter cooldown. Also, Support is often gaining gold the least on the team, and Lucidity boots are one of the cheaper options.

You always should consider Mercury Tread’s if the enemy teams has a lot of CC, 30% tenacity can make a huge difference if the enemy team has a lot of peel or lock-down.

Similarly, you can purchase Plated Steelcaps if the enemy has a lot of AD, particularly from auto-attacks on the enemy team. Steelcaps are even more situational, as you will likely be building Lucidity Boots most of the time, and Mercury Treads sometimes.

Other Items

Besides your boots and Mythic, consider typical support items like Zeke’s Convergence, Redemption, or Anathema’s Chains. Items used to mainly benefit your team, and allowing you to set up plays otherwise harder to reach.

High-ELO support players are also grabbing Lifewell Pendant early on. If you plan on building Evenshroud as your Mythic, Lifewell Pendant as an early purchase is fantastic. If not, plan to build Lifewell Pendant directly after building the other Mythic item options to later build into a Knight’s Vow or Zeke’s Convergence.

The Rell update is big for The Iron Maiden: if it’s successful, then a champion will be revitalized and no longer a semi-niche competitive pick. If not, it’s back to the drawing board for Riot to figure out how to make Rell fun and viable in solo queue.
