We haven’t done a low elo tier list since Patch 8.24(b), so you’d expect a lot of changes from then till now on the tier list. But the top tier is almost identical (Garen, Teemo, Yasuo, Urgot were all S tier, Nasus was A tier, Sion and Illaoi were both S tier and are now A tier). You do see some champions that got buffed in the interim (Dr. Mundo, Kayle) or nerfed (Akali) drop in priority, but for the most part this tier list mirrors the earlier low elo tier list.
More effective in low elo:
Nasus (S vs. A tier)
Garen (S vs. B tier)
Yasuo (S vs. B tier)
Urgot (S vs. A tier)
Teemo (S vs. A tier)
Dr. Mundo (A vs. C tier)
Sion (A vs. C tier)
Fiora (A vs. B tier)
Malphite (A vs. B tier)
Tryndamere (A vs. C tier)
Volibear (B vs. C tier)
Shen (B vs. C tier)
Quinn (B vs. C tier)
Less effective in low elo:
Jax (A vs. S tier)
Riven (A vs. S tier)
Gangplank (B vs. A tier)
Kennen (B vs. A tier)
Irelia (B vs. A tier)
Jayce (B vs. A tier)
Hecarim (B vs. S tier)
Poppy (C vs. B tier)
Camille (C vs. A tier)
Olaf (C vs. B tier)
Sylas (D vs. C tier)
Unviable picks that work in low elo:
Mordekaiser (C tier)
Heimerdinger (C tier)
Trundle (C tier)
Swain (D tier)
Viktor (D tier)
Tahm Kench (D tier)
