Observations

Of the rising champions, only Lucian stands out among those who were buffed and therefore can be talked about separately. For the rest, only one got what I would call a “stabilization” move – meaning their rise or fall was so small it was likely less a result of their own power increasing or falling, but rather other champions around them getting weaker or stronger. That one would be Xayah, who rose into the S tier after being on the outside last patch, solidifying her spot as the second-best ADC in 9.17 after Jinx.

Draven‘s change was due to a different sort of stabilizing move, as he moves back into a tier he had been in previously. Draven has been flip-flopping over the borderline between being an A and A+ tier pick for several patches, so this rise is likely not indicative of his actual strength in the game increasing.

As for Ezreal, his change seems to be a correction in evaluating his power after recent nerfs. After the nerfs in Patch 9.16, he dropped down to the B tier in our rankings. After a patch’s worth of data, more sites are accurately recognizing his power level as indicated by less variance in opinion of his ranking than last patch and the fact that his win rate has been stable in 9.17 from 9.16.

That just leaves Tristana and Miss Fortune, both of whom saw improvements to their rankings despite decreases to their win rate from Patch 9.16 (MF went from 52% to 51% and Trist went from 49.5% to 49.2%). Both of these champions also saw recent dips in their rankings before rising up this patch, so I’ll keep an eye to see if they stabilize back down in a future patch.
