Account transfers put on hold starting Oct. 10
Starting on Tue., Oct. 10, 2017, account transfers in League of Legends will be disabled due to the start of the preseason and the issuing of rewards.
This year sure is going by quickly, eh? It seems like yesterday that the Mid-Season Invitational was here and now we’re already into the Worlds 2017 tournament. For all you Summoners in League of Legends that are anxiously awaiting to get your preseason rewards, it’s almost here.
Developer Riot Cactopus recently wrote about accounts getting notified soon to claim these rewards but with a special announcement. Starting on Tue., Oct. 10, 2017, all the way until Mon., Nov. 20, 2017, account transfers will be disabled to make sure everyone that is supposed to get preseason rewards gets them on time and without any issues.
The problem is if an account transfer happens during this process, it can cause some major issues with the worst case scenario being not getting your rightful preseason rewards. It would be such an unfortunate situation to end up not getting what a Summoner earned simply because they transferred accounts to another region.

Riot Cactopus suggests to those that are seriously thinking about transferring to another region to do it before it goes down in October or simply wait until account transfers are back up after playing a single match to redeem your rewards.
In the grand scheme of things, it’s best to wait until the end of November if you really want to completely change regions for a more diverse style of competition. The truth be told, most Summoners transfer to new regions to either check out the competition or perhaps go with their clan/friends to see what the overall experience would be like.

It’s better to be safe than sorry so make sure to do your account transfer now or be patient and wait it out until the timeframe of the inability to transfer accounts is over.
