League of Legends Patch 9.4 tier list: ADC edition

Today we continue our Patch 9.4 tier list for the best League of Legends champions at each position, focusing on the ADC position.
In Patch 9.3, the crit item changes shook up the AD Carry meta significantly. Those scaling, hyper-carry marksmen went from middling success to launching into the top of the tier lists. It’s more of the same in our Patch 9.4 tier list, as those late-game monsters continue to dominate League of Legends.

Tier List
S tier: Lucian, Vayne, Sivir
A tier: Jinx, Draven, Ezreal, Caitlyn, Miss Fortune, Kai’Sa, Twitch, Ashe
B tier: Yasuo, Tristana, Kalista, Kog’Maw, Jhin
C tier: Varus, Xayah, Cassiopeia
D tier: Corki, Heimerdinger
Rising champions
Yasuo (D tier to B tier)
We’ve gone over Yasuo ad nauseum in our top lane and mid lane tier lists as to why he’s jumped up the ranks. Luckily, ADCs at least have some measure of control over the Unforgiven both in their range advantage and the fact that AD Carry is just a purely strong lane at the moment.

Vayne (A tier to S tier)
Vayne was on the cusp of being an S tier pick in the Patch 9.3 tier list, but now she has vaulted up to the top of the pack. Although Lucian is still number one, as he has been for many patches now, Vayne is right on his heels. This is the smallest the gap between the Deathslinger and any other ADC has been since we started doing the tier lists back in Patch 8.24.
Sivir (A tier to S tier)
Sivir actually got nerfed in the form of bugfixes (more on that in a bit) and the change to Essence Reaver (making the CDR unique and preventing her from stacking the item as was popular in Patch 9.3). Still, she synergizes so incredibly well with the new crit items she’s jumped to S tier after hovering in the A tier for a few patches.
Falling champions
Xayah (B tier to C tier)
It’s quite surprising that Xayah hasn’t been helped as much by those item changes as the other crit ADCs. After a brief gain in our Patch 9.3 tier list, Xayah has tumbled back down to a largely unviable pick.
Cassiopeia (B tier to C tier)
We discussed the changes to Cassio in the mid lane tier list, but of course they also have affected her standing as a bot laner as well. Now that crit ADCs are becoming more effective to play, she – like all the other mage and bruiser bot laners that sprung up in Season 8 – have begun to get crowded out. There are just 21 champions in our tier list now, as opposed to 25 in the Patch 8.24(b) and 9.1 tier lists at ADC.
Jhin (A tier to B tier)
When we first started the tier lists, Jhin was the one challenging Lucian for primacy in the bot lane. Now, he’s dropped down to the bottom of the B tier, almost to the C tier, behind champions like Kalista and Kog’Maw. The Virtuoso certainly is not painting beautiful pictures in a landscape full of ADCs that are critting his face off.
Buffed champions
Varus
There was a bugfix to the Arrow of Retribution’s Blighted Quiver, giving him back a bit extra percent max health damage. However, Varus continues to struggle as a C tier champion, and his effectiveness actually dropped a bit after these buffs.
Nerfed champions
Lucian
Did I call it, or did I call it? Those 9.4 nerfs barely moved the Deathslinger’s status at the top of the pack. He’ll continue to be a top-tier ADC until he gets a few more nerfs.
Yasuo
Can’t lock Yasuo out of the tier list even at ADC. He hasakey.
Sivir
Also discussed above, but the bugfix to her Riccochet’s bounce damage didn’t do anything to slow down the Battle Mistress’s potency in team fights. She probably needs a little bit of damage taken off to bring her back in line with the other crit ADCs.
