League of Legends Patch 9.9 notes breakdown

Kindred
"Passive – Mark of the Kindred FIRST MARK SPAWN: 2:05 >>> 3:15"
I guess to try and get rid of the RNG influence on the first mark (i.e. the enemy jungler doesn’t have to completely alter his starting route to play around the mark’s first spawn). I like it.
Lissandra
"W – Ring of Frost DAMAGE: 70/100/130/160/190 (+0.3 ability power) >>> 70/105/140/175/210 (+0.5 ability power)"
Maxed last, and having extra damage on her W (which is mainly used for the CC) is useless if Lissandra can’t get to late game safely. No logic behind this buff that I can see.

Maokai
"Q – Bramble Smash DAMAGE: 65/105/145/185/225 (+0.4 ability power) >>> 70/115/160/205/250 (+0.4 ability power)"
Tanks, in general, have been struggling and Maokai has struggled most of all. I have no problem giving him extra damage on his first max (it’s only an extra 25 damage at max rank).
Morgana
"E – Black Shield COOLDOWN: 23/21/19/17/15 seconds >>> 26/24/22/20/18 seconds SHIELD STRENGTH: 70/140/210/280/350 >>> 60/120/180/240/300"
This hurts support Morgana more than mid lane Morgana. She still has a good amount of damage in her kit and an ability to push waves easily and safely that will keep her as a strong pick there.
Rek’Sai
"Base Stats ATTACK DAMAGE: 65.5 >>> 64 ATTACK DAMAGE GROWTH: 3.35 >>> 3"
One and a half AD lul.
"Burrowed Q – Prey Seeker COOLDOWN: 11/10/9/8/7 seconds >>> 12/11.5/11/10.5/10 seconds"
Given she can now generate fury off her Q and it’s her first max, this is actually pretty significant. Enough to knock her out of S tier? Not sure.
"E – Furious Bite MINIMUM DAMAGE: 55/65/75/85/95 >>> 50/60/70/80/90 EMPOWERED TRUE DAMAGE: 110/130/150/170/190 >>> 100/120/140/160/180"
Also a significant nerf to her damage. Again, not sure if it will knock her into A tier status, but it will definitely be felt.
Shaco
"W – Jack in the Box HERE’S JOHNNY: Sweeping Lens reveal and immediately activate Jack in the Boxes >>> only reveal Jack in the Boxes [NEW] POP DOESN’T GO WEASEL: Jack in the Boxes now have small activation range indicators"
Basically makes it so you can’t pop a Sweeping Lens to activate the Box outside of its fear range. Nice quality of life buff to the Demon Jester.
Shen
"Base Stats ATTACK SPEED RATIO: 2% >>> 3% E – Shadow Dash DAMAGE: 50/75/100/125/150 (+0.12 bonus health) >>> 50/75/100/125/150 (+0.15 bonus health)"
Shen does build more bonus health, so this is a nice bit of extra damage on his E, but you’re not using this for the damage (more the CC). The extra attack speed, though, he’ll love because it enables him to get more procs of his Tiamat/Hydra.
Sylas
"W – Kingslayer BASE DAMAGE: 50/75/100/125/150 >>> 60/90/120/150/180"
Oh, giving Sylas more damage? That’s gonna go over well.
Volibear
"W – Frenzy BONUS ATTACK SPEED: 4/8/12/16/20 per stack, up to 3 stacks >>> 9/13/17/21/25 per stack, up to 3 stacks"
The buff Voli mains have been crying out for since he was nerfed back in Patch 6.13. He desperately needed that extra attack speed to help his jungle clear (it’s even more than he had pre-nerf) so let’s see if he becomes the low-elo stomper we all knew.
