Noble

"Noble: 100 Armor/+35 Life on Hit ⇒ 60 Armor & MR/+35 Life on hit"

The problem with Nobles wasn’t that they weren’t getting MR as part of their bonus. It was that the bonus itself of just flat stats and on-hit lifesteal isn’t that great scaling into late. Nobles are probably better early, but still not worth building late.

"Vayne Attack Damage: 45 ⇒ 40 Vayne Attack Speed: 0.65 ⇒ 0.75"

I don’t know how much the 10% attack speed is worth compared to the five AD she lost, considering her passive. All I know is that Vayne has been a bottom-tier unit and I don’t expect this will drastically change that.

"Garen Attack Damage: 55 ⇒ 50 Garen Attack Speed: 0.55 ⇒ 0.6 Garen Ability Damage: 450/585/720 ⇒ 360/585/810 Garen: Fixed a bug where he wouldn’t move while spinning. Beyblade is back!"

Garen was already one of the stronger early game units and now he just got stronger both early and scaling. Overall a win for the Might of Demacia.

Pirate

"Pirate: Average Gold Per Chest: 1.6 ⇒ 1.75"

Pirates will get more gold, but whether this synergy is good or not largely depends on how much early game win streaking and pacing matters. If the game is moving fast and win streaking is king (as it was in 9.14), there isn’t too much incentive to econ and save gold, making this synergy almost useless. On the other hand, if the games go slower, this could be a very solid Teamfight Tactics strat to run early while you bank more gold for later.

"Graves Attack Speed: 0.5 ⇒ 0.55"

Already the best Pirate in Teamfight Tactics, Graves is stronger and definitely worth picking. Especially with his Gunslinger synergy.

"Twisted Fate: Improved cast speed Twisted Fate Ability Damage: 100/150/200 ⇒ 150/250/350"

I think TF needed the cast speed buff, but I’m not sure about the overall damage buffs. I’d rather see him more as an on-hit attack-speed based Sorcerer in Teamfight Tactics but instead, it looks like you want to put AP on him.
