Strength at each game stage

Strength in early game/laning – low

Annie is plainly not a very good laner. Her auto attacks are quite short-ranged, as are most of her abilities. Yes, she can last hit safely with her Q – Incinerate, but really that’s it.

She can’t really harass other than with her Q (and if she does, she’ll burn through her mana quite easily) and her all-ins with the stun procced in lane are pretty underwhelming. She really needs to build a lot of AP before she starts to come online and her all-in threat doesn’t really hit until level 6.

Strength in mid game/skirmishes – high

Once she hits level 6, though, Annie starts to really feel impactful. Basically, any time her ultimate is off cooldown, she is a threat to one-shot you. Enemies need to stay out of her ult range and potentially even her ult + flash range. This gives Annie and her team immense control over neutral objectives as they can win any fight in the jungle or river with her engage.

Strength in late game/team fights – medium/high

While Annie does still pack a lot of strength in those late game team fights around Baron or Elder Dragon, she does start to fall off for a few reasons. First, enemies will begin to get their defensive items at this point, meaning there will be certain enemies she can’t instantly kill with her full combo

Second, squishy carries will be getting Guardian Angels, Stopwatches, or Zhonya’s Hourglasses. Again, this creates the risk that Annie will not be able to drop her full damage on an enemy and kill them. If Annie misuses her full spell rotation late game (especially her flash and ult) she is almost certainly going to be instantly killed.
