Ornn (D to F tier)
Neeko (D to F tier)
Observations
Again, we’ll set aside Aatrox and Akali as these two got direct nerfs in 9.18 that would explain why they dropped in our ranking. There were also those champions like Quinn who rose much higher than they probably should have last patch but are now dropping back to their correct power level/ranking. Finally, you have Nasus who have been on the border of two tiers for a while now and will likely continue to shift in the foreseeable future.

Poppy spent the first few patches after her buffs in 9.14 enjoying consistent B tier status. Now, however, she’s fallen into the C tier once again. Considering her win rate this patch dropped by 0.9%, she might legitimately be deserving of this lower ranking, bad news for those who love dropping her hammer.
Next, we have Cho’Gath, who drops down into the D tier but has been very fluid between the C and D tiers for almost the whole season. Cho’s win rate is quite solid and stable (51.2%) despite his tiny pick rate, so I don’t think Cho players really need to worry. He’ll probably bounce back.
Ornn actually saw his win rate increasing this patch but still manages to find himself in the F tier. He actually hasn’t gotten placed this low except after those drastic changes back in 9.6. Considering he was usually a solid C tier pick and his win rate isn’t struggling, I think this is just a blip on the radar.
Finally, after the nerfs back in 9.14 Neeko has been struggling as a top laner. She was previously a consistent B/C tier top laner, but since then she dropped to the low-D tier and now into the F tier. I wouldn’t be shocked if she dips out of the top lane entirely soon.
