Observations
None of the champions that dropped in our tier list received nerfs, but a few of them like Nocturne, Olaf, Taliyah, and Graves suffered some regressions back to the tier they were in a few patches ago. Of the remaining champions, the only one that suffered an uncharacteristic drop in their ranking without a corresponding win rate decrease is Xin Zhao.

One who did suffer a win rate decline is Kindred, who saw their win rate drop by about 0.9% to just over 50.5% in this patch.
Although Rengar didn’t see his win rate drop in this patch, I can’t say for sure that he’ll rebound in a patch or two. Rengo has been all over the place in our tier list, going from the A tier to the D tier in just the last four patches.
Master Yi, on the other hand, saw a sharp drop to his win rate a couple of patches ago, yet his rating on our tier list improved. It seems now the data is correctly assessing his power in the B tier, where I believe he should remain.
Similar to Rengar, Kayn has had his rating be in flux for a few patches down. His win rate in Patch 9.18 is down slightly (to 49.6%), but he’s been as high as A tier just two patches ago.
When it comes to Skarner and Trundle, we have two junglers who are considered among the worst in League of Legends. Yes, they’re both solid picks in pro play, but they’re being put in the F tier. However, this makes no sense for Skarner, as his win rate improved by 0.6% since last patch and makes even less sense for Trundle, as he actually saw a massive win rate spike (49% to now 50.7%)
