League of Legends Patch 9.19 breakdown – a whole new World (Championship)

Rek’Sai
"Base Stats ARMOR :: 33 >>> 36"
3 armor is to tank junglers as 3 AD is to ADCs. This is actually massive for helping Rek’Sai’s health in those early clears.
"Q – Queen’s Wrath FACE MY WRATH :: Rek’Sai’s Unburrowed Q now works on turrets"
I love this change, allowing Rek’Sai to apply her auto-reset ability to take turrets quicker is a great level to pull. It probably won’t make her massively OP again, but she’ll feel better to play.

Riven
"Q – Broken Wings COOLDOWN :: 12 seconds >>> 13 seconds E – Valor COOLDOWN :: 14/13/12/11/10 seconds >>> 12/11/10/9/8 seconds"
Honestly, the Q cooldown is a lot of what took Riven out of the S tier in the top lane back in Patch 9.16. Giving her back some power in her E is nice, but I doubt she’ll become a great pick in solo queue again. Very unlikely that she gets played in pro play.
Sejuani
"Passive – Fury of the North ICEBREAKER DAMAGE RATIO :: 10/15/20% of target’s maximum health (levels 1, 7, 14) >>> 10% of target’s maximum health"
This is a great nerf to Sejuani because it does not hurt her early clear speed (which was already awful) but also takes away power in those mid and late game fights. Hopefully, this will cause Sejuani to no longer be the default jungler for teams, but she’ll still be pickable.
Sion
"W – Soul Furnace BASE SHIELD :: 30/55/80/105/130 >>> 50/75/100/125/150"
Getting 20 extra base shield power is massive. He could be a big lane bully in certain match-ups, or just be able to survive against those early all-in lanes like Renekton or Kled now.
Sylas
"Base Stats ARMOR :: 32 >>> 28 ARMOR GROWTH :: 3 >>> 2.5"
If you wanted to kill Sylas jungle, this is how you do it. There’s no way he’ll be able to clear the jungle healthily enough to not risk being killed on invades. Luckily, since most Sylas’s take Aftershock he’ll still be somewhat viable in lanes as long as players plan their trades around that cooldown.
"Passive – Petricite Burst DAMAGE RATIO :: 9-60 (levels 1-18) ||| (+1.0 total attack damage)(+0.2 ability power), reduced by 50% for minions that aren’t the primary target >>> (+1.1 total attack damage)(+0.2 ability power) to the primary target, (+0.4 total attack damage)(+0.2 ability power) to everyone else"
Basically, they’re nerfing the passive damage so that it will be about 45% as opposed to 50% and make that reduction apply to all units that aren’t his primary target as opposed to just minions. This should make his teamfight presence a lot worse and also hurt his jungle clear.
