Tier 1 champions
Kassadin
"Attack Damage: 50 ⇒ 40 Attack Speed: 0.6 ⇒ 0.55 Armor: 25 ⇒ 35 Mana Steal & Shield Power: 20/40/60 ⇒ 25/50/75"
Agree with this change whole-heartedly. You should be picking Kassadin for the mana drain as a pseudo-front liner who can give you the Sorcerer buff.
Mordekaiser
"Mana: 0/100 ⇒ 50/150 Spell Damage: 200/325/450 ⇒ 250/500/750"
Morde is actually not in a terrible spot right now, thanks to his Knight synergy (which is amazing early). I do like that they’re giving him a lot more power in his 2 and 3-star forms because it can be very easy to build up a Mordekaiser and feel very underwhelming when he does no damage.

Tristana
"Spell Damage: 60/90/120 ⇒ 70/110/150"
Tristana’s spell, to me, feels too bad to proc to make this buff worthwhile. She’s a fine early DPS option but I don’t think anyone should be keeping her into the mid game if they can help it.
Tier 2 champions
Blitzcrank
"Health: 600 ⇒ 650 Ability Damage: 100/450/800 ⇒ 250/550/850"
150 early ability damage is massive. Blitz was already a fairly good early game unit because of his ability to disrupt back lines and how he synergizes with low-cost Brawlers like Warwick and Rek’Sai. He might be an OP option to pick up in the first few rounds.
Braum
"Mana: 0/50 ⇒ 0/75"
Braum was in a fine spot, didn’t need a nerf. This just pushes him down the tier list further.
Rek’Sai
"Attack Speed: 0.65 ⇒ 0.6"
Ditto for Rek’Sai. There’s no reason to pick her other than for her Void synergy.
Tier 3 champions
Ashe
"Mana: 0/100 ⇒ 0/125"
I actually don’t mind this change just because of how easily Ashe can stack her ult thanks to the Ranger synergy and how she can apply the Glacial passive. She’s probably still a decent unit to plug into either comp that she has synergy in, but she’s much weaker.
Katarina
"Damage Per Tick: 40/60/80 ⇒ 45/70/95"
Katarina was super strong in the Void/Assassin comps of Teamfight Tactics Patch 9.18. Now that those are being nerfed, it makes sense that Riot would want to give some power back.
Shyvana
"Burn Damage: 250/375/500 ⇒ 200/300/400"
The nerf was needed, but Shyvana is still going to be a highly-prioritized pick given that Dragon synergy is still really good (despite the recent nerfs).
Veigar
"Spell Damage: 300/550/800 ⇒ 350/650/950"
Sorcerer + Yordle comps. If you haven’t been running them, you need to. I don’t even care about the Yordle nerfs, Veigar can still one-shot every champion on repeat and this buff just makes that easier.
Vi
"Health: 650 ⇒ 700 Spell Damage: 250/450/650 ⇒ 300/500/700"
Both Hextechs and Brawlers have been underwhelming in the meta of late, so I don’t mind Vi getting some love. The health, in my opinion, is more important than the spell damage.
Volibear
"Health: 700 ⇒ 750 Attack Damage: 75 ⇒ 70 Attack Speed: 0.55 ⇒ 0.6"
The AD nerfs don’t discount the fact that Volibear just got a pretty substantial buff. Maybe not to the point of the Demonbear terrifying days, but definitely enough that I want to try out Glacial + Brawlers again.
