Observations
Riot elected to nerf some of the out-of-line junglers like Gragas and Sylas ahead of Worlds, and we can see that they dropped in our tier list as a result. Going off what we just discussed with regards to rising champions, it’s odd to see other divers like Jarvan, Rammus, and Hecarim dropping while others are doing so well.

In fact, though, we can see that Hecarim’s win rate is actually up by half a percentage point in 9.19 and both Rammus and Jarvan’s win rates are up slightly as well. My guess is that these dips will correct in a future patch since there’s no reason for them to be rated so low.
Another champion who really shouldn’t be rated this low is Jax, since his win rate actually went up by over 1% in 9.19. He does struggle against two of the stronger junglers in the meta – Zac and Mundo – but I think he should still be in the A tier given he has a win rate over 51% in Plat plus.
By the same token, another champ who is struggling against meta champions is Volibear, who definitely hates seeing Rek’Sai join the meta. His win rate is down by just under half a percent as a result.
Another theme that pops out is seeing two champions who rely heavily on farming until Level 6 – Shyvana and Fiddlesticks – really struggling as early game junglers start to take over. In a meta where Rek’Sai, Xin, and Lee Sin can all snowball and invade with ease, it’s hard to be an ult-reliant jungler if you can’t skirmish well early.
However, that would directly contradict what we saw happen to another good early game jungler, Shaco. Shaco’s win rate did drop slightly, by about 0.5%. It’s important to note that his win rate has also been declining for a couple of patches, so this could be his ranking coming more in line with his actual power level.
