Malzahar (A+ to A tier)
Zoe (A to B+ tier)

Qiyana (B+ to B tier)
Anivia (B+ to B tier)
Lux (B+ to B tier)
Diana (B+ to C tier)
Cassiopeia (A to C tier)
Xerath (B to C tier)
Syndra (B to C tier)
Neeko (B to C tier)
Sylas (B to D tier)
Karma (D to F tier)

Observations

Pantheon, Karma, and Sylas both received direct nerfs in 9.19, so we’ll set them aside for now. We’ll also ignore those champions that only saw a small drop in their rating and dropped from the border of one tier to the next lowest, since their power level likely hasn’t really dropped. Those champions who only dropped slightly include Talon and Xerath, so there are a lot of champions to dive deeper into.

Going from the top to bottom, we’ll start with Kassadin who saw a 1% pick rate decrease, but his win rate remained stable. However, Kass does struggle against the AD assassins in the mid lane like Zed, Talon, and Pyke, which could explain his loss of priority.

Malzahar also struggles against some of those AD assassins, but I think that’s not as big a reason for his drop in our tier list as it is for Kass. His win rate similarly remained unchanged in 9.19, though.

After her bump following the 9.18 buffs, Zoe‘s rating dropped a bit, but her win rate remains stable. This indicates to me that sites rated her as a bit too strong last patch and are now bringing their ratings more in line with her power level.

Qiyana‘s drop could be due to one of her main counters (that Mordekaiser) getting buffed, but her ranking has been all over the place ever since the champion was released, so I just don’t think sites have a good handle on her actual strength in the game. On the other hand, sites do have a good handle on how strong Neeko is, but the fact that two of her big counters – Vel’Koz and Heimerdinger – are both stronger now is a pretty good explanation for why she’s considered a bit weaker now.

Anivia is the first champion I found that I think has a legitimate placebo drop in her ranking. Considering her win rate improved in Patch 9.19 (by 0.7%), I would expect her to bounce back next patch. Lux also falls into this category, as her win rate went up by over 1%.

Then there are the champions whose drop in our ranking is just plain weird include Diana (her win rate remained stable, no direct counters improved), Cassiopeia (her win rate actually improved slightly, although she does struggle a bit against Pyke), and Syndra (exact same story as Cassio).
